Subsequent to Open Season 130, the following firm transportation capacity remains available: Up to 27,155 dth/day of Interim FT-1 Capacity, and up to 29,816 dth/day of Remaining Long-Term Capacity through Concord. OS130 LONG-TERM FIRM TRANSPORTATION CAPACITY from TRANSCANADA @ NIAGARA through CONCORD to LEIDY

 

CAPACITY:

 

National Fuel Gas Supply Corporation (“National Fuel”) is pleased to offer long-term firm transportation capacity from Niagara to existing system delivery points beginning as early as October 1, 2007. In addition, an expansion of its Concord Compressor Station is planned, providing incremental transportation capacity for north-to-south receipt and delivery point combinations (including paths with Niagara receipts) beginning as early as June 1, 2009.

 

1 5,184 Dth/day of firm receipt capacity is available from Niagara year-round. An additional 16,971 Dth/day of firm receipt capacity is available from Niagara during the winter only (November through March). Niagara firm receipt capacity is subject to the “Commencement of Service” provisions below. Refer to the tables below for potential delivery points.

An expansion of the Concord Compressor Station will provide up to an incremental 45,000 Dth/day of new north-to-south transportation capacity that will be available year-round. Up to 20,000 Dth/day of the 45,000 Dth/day can be delivered to Transco or TETCO at Leidy .

In this Open Season, bids for service under National Fuel's FT and FT-S rate schedules will be accepted, as well as point change requests for existing FT services.

COMMENCEMENT OF SERVICE

 

The commencement date of requested transportation service(s) from Niagara is subject to amendment of the Niagara Spur Loop Line Operation and Maintenance Agreement between National Fuel and the other owners of the Niagara Spur Loop Line.

FT and FT-S from Niagara to Northern delivery points : This transportation service is anticipated to be available upon execution of the above-mentioned amendment. The service(s) can be rendered without construction of new facilities with term commencing the later of October 1, 2007 or the effective date of the amendment. Bidders must request a start date no earlier than October 1, 2007 for bid valuation purposes.

FT and FT-S from Niagara and Non-Niagara receipt points to Southern delivery points : Subject to receiving a sufficient level of commitments and following receipt of required government approvals and other necessary authorizations, and dependent upon the completion of required compression facilities at Concord, t his transportation service is anticipated to be available June 1, 2009. Bidders may request a start date earlier than June 1, 2009 (but no earlier than October 1, 2007) by designating an alternate interim Northern delivery point for service until June 1, 2009. That is, interested parties may bid such that their initial transportation service (with a Northern delivery point) may be amended with Southern delivery point(s) and term extension (consistent with bidder's proposed term) upon completion of Concord compression facilities. Niagara receipt capacity is subject to execution of the aforementioned amendment of the Niagara Spur Loop Line Operation and Maintenance Agreement.

Point Changes to Southern delivery points : Available in conjunction with the Concord expansion timeline, as early as June 1, 2009.

 

TERM

For bids requesting a path that requires a Concord expansion, a minimum term of five (5) years is required. Multi-year FT-S bids for winter-only Niagara capacity will be accepted.

 

BID FORMAT AND AWARD PROCESS

During the Open Season period, National Fuel will accept requests for transportation service to commence as early as described in the “Commencement of Service” section above. No requests for rate discounts will be accepted.

All acceptable requests will be ranked and capacity awarded based on the highest Net Present Value (NPV) of the incremental reservation charge revenues, per unit of capacity (Dth/day) requested. The NPV calculation will incorporate length of contract term and will utilize a monthly rate of 0.8% for discounting purposes. National Fuel will award Niagara year-round capacity independently of Niagara winter-only capacity. Point change requests will be evaluated on an incremental revenue basis. In the event that more than one shipper submits requests that are equivalent in value, the best bid shall be the bid with the shortest term. In the event that multiple shippers submit requests that are equivalent in value and term, the available capacity shall be prorated to those shippers based on the quantities requested.

National Fuel will develop facility designs and cost estimates based on Open Season results to determine the economic viability of the Concord expansion. National Fuel will determine in its sole judgment whether or not to proceed with any portion of this project based upon the contract terms and quantities requested by bidders.

If National Fuel determines that the level of interest is sufficient to warrant a cost-effective system enhancement, then National Fuel will seek the required authorizations to provide construct and operate the facilities necessary to provide the transportation service as outlined in this Open Season. National Fuel reserves the right to propose an incremental rate or surcharge to successful bidders depending on project economics and the mix of rate schedules under which capacity is awarded.
