LONG TERM ENHANCED FIRM TRANSPORTATION CAPACITY

 

National Fuel Gas Supply Corporation (“National Fuel”) is pleased to announce the commencement of an Open Season for firm transportation capacity available under National Fuel’s Enhanced Firm Transportation (“EFT”) rate schedule.

 

AVAILABLE CAPACITY:  Approximately 2,500 dth/day. The availability of additional capacity will be evaluated based on shipper requests.

 

OFFERING TIME FRAME:  October 21, 2014 through 11:00 a.m. (Eastern Time) on October 28, 2014.

 

 

TERM:  Service commences as early as November 1, 2014. National will accept requests proposing a start date as late as March 1, 2015. No minimum or maximum term requirement.

 

 

RATE INFORMATION:   Bids will be accepted under National Fuel's EFT rate schedule. The current applicable maximum tariff rates under the EFT Rate Schedule are listed in the table below:

FUEL and LOSS ALLOWANCES:   Transportation Fuel and Company Use Retention and Transportation LAUF Retention  will be established and subject to change under the tracking mechanism guidelines in National’s GT&C Section 41 tariff sheets.

 

For informational purposes, National’s current allowance is as follows:  Transportation Fuel and Company Use Retention and Transportation LAUF Retention (collectively “Transportation Fuel/LAUF”) is currently 1.10%.

 

 

AVAILABLE PRIMARY (CONTRACTUAL) RECEIPT POINT:

-  Appalachian Zone 2 Production Meters*

 

* As outlined in transporter's tariff (Schedule 6.030 Sections 2.9 and 2.10), transporter has the right to redirect EFT receipts among points included in the receipt point group offered above.  Daily scheduling requests for receipts at specific points within the point group will be evaluated and accepted or rejected based transporter's ability to provide corresponding deliveries to NFGDC-PA markets via the point(s) requested.

-  National Fuel Gas Distribution - Pennsylvania  (NFGDC-PA)

BID FORMAT AND AWARD PROCESS:

Requests for EFT rate discounts or discounts of Transportation Fuel/LAUF will not be accepted. Shippers may request all or part of the available capacity, and are allowed to revise their bids within the posting period.  All acceptable requests will be ranked and the best bid(s) determined based on the highest net present value (NPV) of the reservation charge revenues, per unit of capacity (Dth/day) requested. The NPV calculation will incorporate length of contract term and will utilize a monthly rate of 0.8% (9.6% annually) for discounting purposes. 

 

In the event that multiple shippers submit requests that are equivalent in value and term, the available capacity shall be prorated to those shippers based on the quantities requested. 

 

Participation in this Open Season is non-binding.

EXECUTION OF AGREEMENTS:

Successful bidders will be required to execute and return Service Agreements (or amendments to existing service agreements, if applicable) within 10 days of receipt.

Credit Requirements:

Shippers will be required to demonstrate creditworthiness or provide a credit alternative acceptable to National Fuel.
